Sounds like a virus or malware
Make a full anti virus scan
Download and make a full scan with malwarebytes.

I know MBAM, but I don't think I've a virus/malware, I'm using Norton 360 2011, legal.

if this works then we can get to the cause.
are you running the cmd window in the same location as the bat file.
to be sure type in dir *.bat
Could someone please response. We could try to associate .jar again with jre, because that didn't work last time.
