Cannot download files, cannot update computer

System: Windows Vista Home Premium 64-bits, SP2, 4GB mem
Hi,
I was wondering if anyone can help me with my problem. For the last two weeks I cannot download files or update my computer and I am starting to despair. I went through the different online forums and the posted solutions did not work so far. Here are the symptoms:
-cannot do any windows updates (when I click install update, I get error: Code 80070002 Windows encountered an unknown error)
-tried to download files with IE and Firefox, they seem to download the file but then they do not appear in the destination folder (for larger files, the file appears for a second and then disappears again).
-cannot download most files (tried downloading to the desktop, the download folder and a remote drive, no dice).
-for some reason images (jpg) CAN be successfully downloaded. I am not sure if this is a consequence of their size or extension, but trying to download other files with a different extension as jpgs did not help
-creating a new admin account did not help either
-cleaning the registry (with registry mechanic) did not help
-running system restore did not work (the oldest restore points were corrupted and newer ones did not help with the problem)
-it was not caused by a bad windows update (the last update installed on the computer happened a week before this problem started occurring)
-I ran several different antivirus/spyware software, they did not find anything
-I read in a few sites that a similar problem was caused by an antivirus. I uninstalled mine (trend micro) but it did not help either.
-my windows download folder seems to be corrupted (C:\Windows\SoftwareDistribution\Download): the folder and file names are gibberish: e.g. cda90f10771552805738884d22496388.
-I do have admin privileges on my computer
-I have no issues copying files from a usb key onto different folders on my computer

My system was running fine until these problems started happening. Can anybody give me any suggestions (other than reinstalling the whole OS?). Any help would be VERY welcome!

Thank you for replying so quickly. I tried both, no luck:
-clean boot did not solve the problem (same issue with updates and downloading files)
-safe mode is more interesting: I tried safe boot alone and safe boot networking (about 10 times). Every time it rebooted without getting to the login. Only once it got to windows splash screen, then windows complained about reverting some updates and then the rebooted anyway.

I guess some of the generic drivers are heavily corrupted (or something worse). Any advice on the next step?

If you create a recovery DVD, you may be able to boot to recovery options
Create Recovery DVD

The Vista recovery disk is used to boot Vista when it won't boot - to run Startup Repair, System Restore, access a Command Line, Recover using a Vista Backup Image, etc.
System Recovery Options

If Vista will not start now, boot the Recovery CD to run Startup Repair which automates System Restore as well as numerous other tests including System File Checker which can repair system files which are not corrupted beyond repair.

If Vista still will not start, try booting into Safe Mode to run sfc /scannow to repair System files.

Below is a bulletin distributed by MS to explain the start up procedure when Windows will not boot.
  • Startup Repair. Startup Repair is a Windows recovery tool that can fix certain problems, such as missing or damaged system files, that might prevent Windows from starting. Startup Repair is located on the System Recovery Options menu, which is on the Windows Vista installation disc. If your computer has preinstalled recovery options, it might also be stored on your computer's hard disk. For more information, see Startup Repair: frequently asked questions and What are the system recovery options in Windows Vista? If your computer does not include Startup Repair, your computer manufacturer might have customized or replaced the tool. Check the information that came with your computer or go to the manufacturer's website.
  • Change restart settings in safe mode. If your computer is stuck in a loop where Windows fails, attempts to restart, and then fails again repeatedly, restart your computer in safe mode and select the Disable automatic restart on system failure checkbox. For more information, see Advanced startup options (including safe mode).
  • Reinstall. If no other options have solved the problem, and you are sure that your computer's hardware is functioning normally, you might need to reinstall Windows. A custom (clean) installation of Windows will permanently delete all of the files on your computer and reinstall Windows, so only use this option if all other recovery options have been unsuccessful. After the installation, you will need to reinstall your programs and restore your files from backup copies. For more information, see Installing and reinstalling Windows**.

Most of your problems seem to relate to updates and downloads (yes, there are others but most seem centered on this) and you provided the vital clue with that error code.

Please review the following article to see if following all the steps one-by-one will help resolve at least part of the problem: Windows Update error 80070002. It is possible that fixing this issue will have broader advantages. After completing all the procedures, please reboot and check your system and see what if anything remains a problem. There may still be some issues, but I suspect many will be solved.

Thank you for your replies. Here is a list of the things I tried following your suggestions:
-created recovery disk, booted “Startup Repair”. After scanning my files it says it could not find the error
-safe boot still does not work (whereas normal boot works as always). I disabled the automatic restart and am getting the blue screen describing a fatal system error (stop c000021a, error status 0x0 (0xc0000001 0x00100a48)). After that the system hangs and I have to restart manually.
-sfc /scannow: repairs some files, but tells me it could not repair all because they are protected (as I understand it, they are being used). Since I cannot boot in safe mode, I used msconfig to do a diagnostic startup boot, and I get the same story (tells me it repaired some files but couldn’t access the others).
-Followed the Windows Update error 80070002 track as per the link attached by Lorien, I emptied the update download folder tried and tried to check for updates: I get error code 0x800f080D and still no updates.
-Tried to install checksur x64, but after trying to install it just informs me that the update failed.

Still, I cannot download or update and I sit here, sad and forlorn, trying to think of another option that wouldn’t require a fresh install… Any suggestions?

Yes I tried that, but it just does not install (everything proceeds as expected until the end when it says that the update was not installed).

I found out an interesting thing when downloading large files through firefox: on the destination folder it creates two files, one placeholder and one temporary file it downloads to. Once the download is finished, it transfers the temp file to the placeholder and then deletes everything. If I change the placeholder file to read only while the download is happening (the file needs to be large to give me enough time), it can no longer transfer the file to the placeholder and the two files stay at the end of the process (and I get a warning message). If I rename the temp file, I get my downloaded file back.

This indicates that there is something (either a process or something in the registry) that deletes the file after the download is completed. It might also impact my updates. The question is therefore, is there a way to identify what deletes my files and to kill it? I took out all my antiviruses/spywares/uac and still it happens. My guess is that it still thinks it has an antivirus and refuses to allow downloads. I re-registered my defender dlls but no dice.

What do you think? Is this possible?

Clean boot did not work, try in safe mode with AV and firewall off.
If that works we will have a handle on this thing

reset
Try that in safe mode

There is nothing that should be able to block the DL during the above test
Have enough space on your HD?
How is your memory?
Type Cntrl Alt Delete at the same time
Bring up task manager. How much memory do you have available?

Unless things have changed, you indicated you couldn't boot into safe mode and had disabled all your security software, so options that include those things have either already been tried or cannot be done (even if those would seem like good options otherwise). Especially since most articles I read on the new error code you posted specifically recommend disabling security software and trying a clean boot. Somehow, those seem like unrelated problems to most of what you are experiencing and I'm not quite sure what to make of that.

If the issue is now refocusing on Firefox downloads from updates (well, at least for the moment), then perhaps the following articles with help: Unable to download or save files | Troubleshooting | Firefox Support and Unable to save or download files - MozillaZine Knowledge Base.

Several articles suggest that the inability to save downloaded files may have to do with a corrupted user profile. If you have (or can create) another Administrator user account, see if that account works any better with downloads. If so, repair your current user account using the following: Fix a corrupted user profile.

Remember, under the instructions for 80070002, there were two folders in C:\Windows\Software Distribution that needed to be cleared - not just the Downloads folder but also the DataStore folder. Please make sure you have cleared both. You mentioned Downloads but not DataStore.

If you still have troubles with Firefox, let's see what we can do to get IE working properly (as we know a bit more about that). See if any of the following helps:

Hopefully, one of those procedures will resolve your problems with IE and downloads/udates. If not, read on.

Right, from a Windows Update point of view, please tell me the error code for the failing System Update Readiness Tool (SURT)

Please re-try Windows Update. This puts the errors at the end of all the logs, and makes my job easier.

Please run the following tool in AGGRESSIVE mode: How do I reset Windows Update components?

Don't run it manually, that is just a waste of time. Aggressive mode will do what we need it to.

Now run this tool: Repair & Fix Windows Updates with Fix WU Utility | The Windows Club

Follow STEP ONE ONLY, here: Troubleshooting with System Update readiness Tool - Windows 7 Forums

NOTE to users reading this with the same problem. If the above has not cured your problem, you must run the below. However, the fixes for these diagnostic logs are different for every computer, even with the same error code. You MUST post these logs in your own thread, and not follow any user specific fixes I post to this user. Thanks!

This applied the same to Vista and 7. Do not worry that it says Vista: Please run steps 1, 2A, 3 (about 15 minutes), 4, 5 from this tutorial System Files - SFC Command Don't worry about the logs for the time being. I have a very good reason for not asking for them!

Download and run this tool: Description of the System Update Readiness Tool for Windows Vista, for Windows Server 2008, for Windows 7, and for Windows Server 2008 R2 When it has finished installing the update, it is done!

When the above has completed, download and run FireGenUL: Altair Technologies Ltd. A console application will show on the screen for a few seconds.

Right, this has produces a log of logs for me. Please now upload them. To do this, create a new folder on your Desktop called LOGS. Navigate to C:\Windows\Logs and copy the entire CBS folder into your new LOGS folder. Navigate to C:\Windows\System32 and copy FireGenULReport.htm into your LOGS folder.

Close the LOGS folder, and right click on it > Send to > Compressed (zipped) folder. Upload that new zip file. Either upload it here, ideally - do try here first, or if not, Speedy Share.

I think one portion of Niemiros post may have nailed it. His fresh eyes mentioned HD failing; the closest that I got was Enough Hard Drive space?
Test your hard drive as a priority. Then follow the information given in the other posts, if HD test is negative..

Give Loriens advice for the BSOD priority, also. We can work on that as you follow the other suggestions.
Follow the other suggestions in an order that is best for you.

Thank you for your posts. Sorry for the delayed answer, but I spent most of my day shoveling the snow (hours of fun).
Richard, my system has 20GB of free HD (one of the first things I made sure I had) whereas my memory is 4Gb. I did a HW memory check (with the rescue disk) and all the memory seems ok. I did reset IE, no effect. I assume IE behavior is the same as for firefox but since it puts the temp files in a different folder, so it is more annoying to check.
I did try the trick you proposed, no dice, either the process does not take a lot of MIPS or something else is at play. In any case I can almost guarantee it is not a user process (had only 4 of them running at a time).
As for booting in safe mode, I get a fatal error whenever I try (don’t ask me why I can boot in normal mode, but I would assume different drivers are used).
I went through Microsoft’s forums: it seems the problem is more common than I thought. There are two flavors: one that can be solved by uninstalling the AV and the other one (which seems to have some user accesses screwed up). So far I haven’t seen a confirmation that the second type can be solved.
Lorien, you are right, I did not delete the datastore that’s the next thing to try on my list. I did reset my IE and nothing. Secondly, I did create a different admin profile (hoping that the problem was limited to my current one, but no dice, same issues are happening). This being said, I did not try to fix my previous user profile so I will give it a try (cannot hurt too much). One of the Microsoft proposed solutions was to change the permission level of the profile that is corrupted back and forth and that might repair it (using the second admin account of course).
I was thinking of trying to is to boot in a different OS (Vista-32) and run sfc on my Vista 64. This way sfc will not skip some files because they are being used. Hopefully it will not use Vista 32 files to fix Vista 64.
I guess I have quite a bit of thing to try (and read) in the next few days. I will update you once I get some results (good or bad).

Apologies for not replying earlier, I didn’t see the last few posts yesterday. In any case, thank you for your advice. I followed your instructions and here are the logs (windows still does not update but the error is different, I get 800F080D immediately when I check for updates, whereas before it would show me the possible updates and complain once I would try to install them. Oh yes and defender, firewall and AV are disabled so they should not be the problem).
When I tried to install the system update readiness tool I get the following (no other information):

Sorry for the delay but I was away for the xmas season.

Thank you for your reply. Yes, there seems no way around it: I have to re-install Vista (although the system seems to be crawling along, I have lost any updating capability and get random error messages) .

The remaining question is: do I reinstall Vista on the same hard drive, or do I get a new one (i.e. do you think the hardware is kaput or is it just a question of software)?
My guess is that the problems stem from multiple power failures my system experienced throughout last year (and the fact that the battery on my ups is dead).

If you are concerned about the hard drive specifically, let's try to run some diagnostics on it to check.

To test your hard drive, try HD Diagnostic (http://www.carrona.org/hddiag.html) and then Hard Drive Diagnostics Tools and Utilities (Storage) - TACKtech Corp (http://www.tacktech.com/display.cfm?ttid=287).

While we're at it, let's check the RAM as well. You can test your RAM at http://www.memtest.org/. Here are additional instructions that may help: http://www.sevenforums.com/tutorials/105647-ram-test-memtest86.html. If it fails, test each chip individually to find those that are bad and replace them. If it passes, RAM is probably OK.

If you're concerned about other hardware components, that's a bit harder to determine. Perhaps Richard has some ideas concerning them. I'm not sure how to diagnose those other components (motherboard, processor, various cards, the monitor,keyboard, mouse,...) without replacing each with one that is known to be good and verifying that there are no problems - but that really only works when there is a problem happening consistently so the change can be recognized - so we can see that the good one works and the bad one doesn't (it really doesn't help to determine if a component is "about to go bad" or "on its last leg").

Thank you for the links. My hard-drive (western digital) seems to be passing the lifeguard diagnostic tests, so I will assume the hardware is still legit and try to reinstall vista on the same disk. I will run the RAM tests next.

If you have any advice for some kind of registry mirror or something that would make my system more robust in the future, please let me know (I think I will have to invest in a new UPS battery).

I have not read all the posts to see what memory test you are using, but it is suggested that you use memtest86. Its results are much more reliable than the Microsoft test.
In addition when I try to solve BSOD problems some have trouble with the official explanation of the test. In that situation I give them this, and it seems to work for them
