This problem occurred because of insufficient storage. But the main drive was smaller than the backup drive. I found that hitting the windows button and typing in system restore, then going to that, the system restore had multiple hard drives listed on it (including a terrabyte one). Unchecking all of them except the main one allowed the backup to work. The backup software doesn't show it has anything to do with the system restore, but it does. This is where the fix is.
