Thanks AMDkid, I'm still having an issue with my computer. Whenever it restarts it goes back to the black screen situation again. Deleting the video driver and going to base video on bootup has me closer till it restarts.

It is possible that you are using the wrong driver. According to the Video section here: Drivers & Downloads, some computers use NVidia whereas some use Radeon. The easiest way to check is to watch your screen when you start your computer for the graphics card sign-on message.

Defrag not being able to run is a clue...
Windows needs approx 15% free space to operate properly.
Also post some system specs...did this machine ship with Vista ? ?
If you travel to Dell's site which has been suggested here just enter your service tag # from the back of the machine and it will not only list all the components in the machine but DLoads of the correct drivers.
Some Dell's are finicky ( i should say most ) about drivers and if you have used an aftermarket driver it may not like it at all.

A little system info, it's the Dell Inspiron 530 desktop. The hard drive has 209 of 288 free. I downloaded the video driver from the Dell site. After this it booted up in normal mode!! I was excited till it said I had to restart to apply the changes.
After restarting it does the same thing again, green bar, then black screen. One question I have, when I uninstalled the video driver, there is a box to check asking if I want to delete the driver software for the device. Should I check this box?

Ok, I unistalled the driver and the software and it will reboot normally! Now my problem is that the display is pretty primitive. I tried to up the resolution but I'm not able to. It's set at the lowest setting and I can't move the slider.

I installed the driver from the Nvidia disc that came with the computer. It still won't let me change the display settings, I can't slide it off of 800 x 600. The display settings screen says generic Pnp monitor on standard vga graphics adaptor.

It just occured to me that maybe you are on Safe boot all the time. Make sure you aren't:
Get back to msconfig > click Boot tab > Under Boot options, Safe boot should be unchecked. Click Apply, OK, reboot. That's it.

Go into device manager and update/install the driver for the device that way.

It is starting up in normal mode. I tried updating the driver from the device manager, which it did, but when it went to install the driver it went into startup repair again. For some reason it won't take it.
I meant to say that it did accept the download and installed it, but after it restarted that's when it went into repair mode.
I uninstalled the driver again and reinstalled it from the device manager. This time it worked!!!! Thank you to everyone who helped me solve this problem. Thank you, thank you, thank you!!
