config.xml

Hi i have been trying to find config.xml on my vista home premium , the reason being there is a skype tweak i believe that can give you high -res video calling this is useful as we use it for contacting our family in the UK . on the instructions i have to go to config.xml but i can't find it , can anybody shed any light on my problem or am i wasteing my time any way trying to mess with Skype

Although I don't have Skype on my system, I did a quick search to see whether this file, 'config.exe', existed on my system. It doesn't
