CPU usage spike to 100%

The memory test came back with no errors. I'm going to try and figure out what I did wrong with the clean boot for it to come up with those results.

To do the memory test correctly, it take a minimum of 8 hours; run it for 8 passes and then test each slot.
I will be honest and say that Memory does not normally affect cpu in this way, but lets get it out of the way and then test what remains.

Ok, I did the memory tests. I did the Memtest86+ that you linked to and it said that there were 271 errors. I also used the memory diagnostics tool in windows and it took an entire afternoon but it came back with no errors. How do I do the memory test that takes 8 hours?

If you took the memtest86 and ran it for 8 passes and then took a good stick and tested each slot for 8 passes you are done.
You must try to realize that we help thousands of members and some say that a test has been made; but it was not done correctly. That often results in a solution that remains unknown. If you did the memtest for 8 passes and tested the slots you are done.
The memtest is the one to go by, that is why I did not suggest the diagnostic tool. Memtest is known for it accuracy.
