How I remove the baloon tip for blocked startup programmes ?

Hi, Friends.
I am new in vista.
I installed vista ultimate 32bit. after that I used 'msconfig' and removed some startup programs. after that; when I startup the system there is a balloon tip says about removed programes. How I remove the baloon tip for blocked startup programmes ?
Pls.help me....
