Is it just the web browser that stops working, or the whole laptop?

Have you already reset IE to see if that helps?

Does it still do this when you have the laptop plugged in vs not plugged in? It may be a Power Plan setting that reduces the wireless adapter power for signal strength or turns it off if the battery gets low.

If none of this checks out, then you may consider reinstalling Vista on his laptop as well.

His entire laptop functions either stop or move at a slow pace. Such like when restarting or shutting down it takes like five minutes for it to even realize those commands were pushed(after ten minutes of use). The battery's dead so its always plugged in. If reinstalling vista works, would I use the same product key from the upgrade I used for clean installation? I don't have the discs needed to install the driver(s) asked when i first did the clean installation(Used laptop).

If it's not a hardware or overheating issue, then a clean install may help. Yes, you would use the same product key number that you are using now. Since it is a new computer, you might consider taking it back to them to see if they can see what may be wrong with while it's still under waranty in case it's a harware issue.
