Problem with Burning Device

For the longest time now I have not been able to burn dvd movies on my toshiba laptop satellite with vista basic. I've tried nero and others but nothing works. Recently I tried using my dvd movie factory and it said no burning device or driver is detected. I checked out my device driver and I noticed this under " DVD/CD-ROM drives".

Mat****a DVD-RAM UJ850S ATA Device
Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

What does this mean? How can I fix it? Should I uninstall the device?

Yes try Uninstalling it and reboot.
Vista should install it then , it may also be a Driver problem so if you can try and find a Driver for that Device frm the manufacturers website.

Thank you for your reply. I rebooted everything, so my laptop is fresh now. I'm not done d/l a movie yet tommorrow I'll try to burn.
