See if you can download MSE from microsoft, one of the best AV's and free.
Run that if it downloads
Virus, Spyware & Malware Protection | Microsoft Security Essentials
Then malwarebytes.
Malwarebytes

so that's everything updated and scanned and no issues found with malware or anti virus, so back to my final issue with my screen display res

I have a Asus VH222H monitor and its native res is 1920x1080, i'm using a radeon 4800 GFX card connected from PC DVI to the monitor HDMI .Before my fresh install i Use to have it set via the ATI catalyst control center at 1920x1080@ 75hz and it filled the Full screen . I tried it again @ the same res etc but it will not fill full screen and only gives 60hz as an option for that res.To get it to offer 75hz and to fill full screen I have to set it @ 1280 x 1024 res

Glad we were on the right track on getting all that work done & <no yellow signs?>
In all your updates, did you at any time check them for your monitor?
Presuming that the Radion was updated during the recent process.
Nothing else has changed, except all the upgrades? Connections will be all the same, same cabling.
Check for any , again, updates. With updating many of your computer components as we have done recently, it may be that this is just feeling left out of the 'party'.
If you go to the link below, it takes you direct to the asus site Vh222H monitor drivers.
Do the necessary searches, find any update for your monitor, hopefully that will do the trick. OK?

sorted in a fashion changed lead to dvi to dvi i now have 1920x1080 full screen but at a max refresh rate of 60hz ill keep digging and update later

I had a similar problem ...try moving the modem to a different module/pci slot.
