Toshiba Satellite Laptop - Will Not Boot, Safe Mode Not Accessable

Hi everyone, thanks in advance for your help.

I am trying to help my mother-in-law (I know, who does that!?) with her laptop. Because of the boot problems, I can only offer you limited info on the specs, but here is what I do know.

Toshiba Satellite
Model Number PSAE6C-TJ908C
2 Gig RAM (running RAM test as we speak)
HDD is a Toshiba MK2035GSS 200Gig
OS Windows Vista
Bios Version 2.60

Problem:
First it would boot ok in one user account, but when booted in secondary account it would act odd, ie caps lock stayed on when not pressed, etc. Deleted secondary account, ran Windows repair function, now I cannot access the primary account, will not boot in safe mode, can not change boot sequence in setup to boot from cd or run restore disc. I have to use an external keyboard as the laptop keyboards enter key and "a" keys do not work. (New keyboard which was replaced in December, warranty has since run out, thank you Staples.)

Any and all help greatly appreciated. I'll answer any other questions you have as they come up, I realize I may have left out some key details.

I forgot to add a couple of details. When booting, it hangs at the Toshiba screen prompting for either F2 for setup or F12 for boot device selection, when you reach the log in screen it gives a number of odd sounding beeps (3 I believe), the Filter Keys box comes up, and when you try to enter the login password it will not recognize it.

Does your mother-in-law have a full vista disk or does she have the factory recovery disks, if she has the full software you can do a start up repair. I will give you some links to some of the things you will probable need...

I only have restore discs and so far I haven't been able to boot from them.

Tried the restore discs, both in CD and DVD, both start loading, get to the end, then it boots from the Vista partition anyway. But if I put in a boot disc such as the RAM test boot disc, it boots fine.

I am not totally aufait with this particular machine.
Checking research I located some information & is included in the link.
It will/should give you a better insight into what is capable with the discs you have available.
