i figured it out, but now im wondering why its jumping to 3.5ghz at time when the targeted is 3.2ghz

I wouldn't worry too much about the few megahertz :D thats to smile upon. As long as the voltage and tempratures are not high then you should be fine with it jumping to 3.5 (an extra 400MHz is not much of a bump)

*I personally* would check your bios settings to see if there was a setting for it in there. Other than that, If it is amd overdrive loading up after you log in. It could do that.
