Are modifications to accomodate constant daylight saving times necessary

We have half of Congress and the President to get by in regards to doing away with eastern standard time and staying constantly on daylight savings time. I admit I didn't take an indepth look into how the Windows clock receives it's signals but is it just going to stay on DST, if that becomes official.

Microsoft issues Windows updates that incorporate time zone changes - but of course there would be no updates for unsupported versions of Windows. Vista has virtually no users in the United States, so I would suggest consulting a Windows 7 forum if DST becomes permanent in your time zone.

Trying to understand the on-line Microsoft documents about the Windows Time Service is enough to blow the mind of someone not steeped in the lore of computer science.

I got looking at the Vista time and date settings and, in the Time Zone settings, there's a box which is for "automatically adjust clock for Daylight Savings Time." Unchecking that should do the trick if DST is made permanent. One might have to adjust the time after doing so but no further adjustments should be necessary.

just with eastern time zones only, wither 3?
have not heard anything from them about other time zones like from central, mountain and/or pacific

As I understand it now, the bill would make DST permanent in the whole country. In other words, the time would never have to be changed during the year. From the title of my thread, I must have thought it would only apply to those using EST. Reading about DST at various websites makes one go dizzy. One site said that 19 states, including the one I live in, have already enacted laws making DST permanent. However, we're still changing the clocks around the same times every year.
