Solved ATI driver

hiya guys, hope you can help me
what is the ATI driver?
my brother gave his old Packard Bell to our father but its starting up and saying
ATI control panel failed because no ATI driver installed
what is my next move?

Would that still work for XP ? and how do i get the softwear on to the computer if its not connected to the net ?

You can download it to a usb stick and j8ust run it on the other computer.
