Your speedtst and tracert are decent.

This is a standard internet, correct?

The 89.149.xxx.xxx is the talk talk server correct?

There's 2 things that may be an issue. Bad internet between you and the game server, or your laptop can't handle the game info.

I've run a game checker and you seem to pass the min specs to play so it's slight mystery.

I've found this post FIX THE LAG [Archive] - Brick-Force Forum which might be your issue.
If you can fuind a brick force serve, try a tracert on it, ans see if you get large ms numbers.

Do you run the browser or other version of the game?

As for the server address to tracert, I guess you could ask the next time you talk to support.
The EU server seems to be in Germany i think.
