Cannot configure Business Contact Manager 2007

I have been trying to install Business Contact Manager 2007 on my Windows 7 notebook computer. I have the add-in installed on my Vista computer and have no problem with it. I've installed, uninstalled, and reinstalled it numerous times, but I always get the same error: "An error has occurred which stops Business Contact Manager for Outlook from starting. Remove BCM for Outlook and then reinstall it. If the error recurs, click Help." I have checked extensively on the Microsoft support pages and online but all I find is recommendations to change the SQL settings, which I've checked and rechecked. But none of the recommendations has proved successful. I have also uninstalled and reinstalled Office Small Business 2007.

Any help you can give me would be appreciated.
