Cannot post question in Microsoft Community

When I try to post my question on Microsoft Community, which I've done in the past, I get a 'No Entry' sign when i put the cursor on the Submit button. (Obviously I am logged in OK.)
Any ideas why this might be?

Vista Home Basic SP2 & IE9.
