Can't defrag or use ms config

I've been trying to streamline my computer and I started off with those things. but when I try to use msconfig or defraging it freezes the menu and ultimatly I end up manually shuting off the computer. msconfig does run in safe mode though. if anyone can help, that'd be great. Thnx
