Can't rename folders

I have tried the usual ideas mentioned in this forum but cannot solve this problem.

I cannot rename new folders in Vista Home Premium 32 bit from Explorer. I can create a new folder but it is always given the name "New Folder (x)" and then I cannot rename it (it says it is being used by another program). I can create new folders with no problem using another program, such as my photo editing program.

I have tried changing the permissions etc. with no luck. Any other suggestions?

Thanks.

Try a scan with MalwareBytes anti-malware. Maybe you got hit with a Registry hack. I had one that wouldn't let me delete any files, even with Unlocker type utilities. MalwareBytes scan fixed it right up.
