I'm trying to turn off DEP using bcdedit.exe /set {current} nx AlwaysOff on the cmd.exe but it says
The boot configuration data store could not be opened
Access is denied

How do I fix this?

Have you tried logging in as administrator?
Have you tried an elevated command prompt?

type cmd in search, then right click cmd, run as administrator.
