Can Anyone tell me what this means?

Hello, and welcome to the Vista Forums!

The 0 on the very end of the second line means "Hides the window and activates another window."

So what this whole script does is execute the "C:\Program Files\Verizon\IHA_MessageCenter\bin\Restart.bat" batch file on your computer (which I presume would restart your computer, but I don't know for sure) and then brings any other window into focus in front of this batch file.

Where did you get it from, and what is the context?
