By the way, I took a look around and couldn't find a specific link to CNET which runs in Win 10. Every link wants you to download/install Win 10. If you have an older version, you might set it's properties to run in compatiblity mode for whatever the applicable OS is in Win 10.
I'm not sure I understood your question, but if you are looking for the CNET download site where you can download free software the link is https://download.cnet.com/.
However, I would strongly advise against downloading any software from this site. CNET has a reputation for bundling PUPs (potentially unwanted programs like browser toolbars, adware, etc.) with the installers they host on their download site - see the section titled Malware Distribution in the Wikipedia article Download.com - and when ever possible you should always download software installers from the original manufacturer's official download page.
