Control Panel Problems

I am unable to access any of the main menu items in control panel e.g system and maintenance; security etc.

When selected, a slow moving green bar appears at the top of the window which eventually reaches the extreme right-hand edge of the control panel window without ever displaying the selected menu.

Any shedding of light on this unusual phenomena would be much appreciated.

Make a full antivirus scan
Download and run malwarebytes. Make a full scan but update first
If negative try an SFC command.
