thanks Rich but tried them all. I was able to get into safe mde at beginning but couldn't find startup programs on the Control Panel and what the computer does now is load the files until it cuts out before opening safe mode or send me to HP restore manager which does the same. I have a HP restore disk but I can't get it working because of the same problem
Please explain how exactly you accidentally disabled all startup programs - how precisely did you do that and using what program? And did you disable ONLY programs, or also services and boot items and/or other things as well?
So, at present if I understand correctly, things are worse than when you last posted. You can't boot normally, can't boot into safe mode or last known configuration or any advanced boot option, can't boot to Recovery Manager, and can't boot to the manufacturer's recovery disk. In essence, you have no access to the computer by any means whatsoever. Please correct me if I'm wrong.
Have you tried creating the Recovery Disk Richard recommended and are you certain that you are booting to the disk when it is inserted? To boot to the CD you may need to change the BIOS to make the CD-drive first in the boot sequence. To do that, wait for the screen that tells you the F key to push to access the boot menu or boot setup. Push it quickly. Make the changes, save your work, and exit. Put the CD in the drive and reboot. When prompted, push any key to boot from the CD.
yes I was trying to get rid of an annoying startup box that always appeared whenever I switched on and disabled all the programs forgetting to enable them all AGAIN BEFORE TURNING Off. It seems the problem has got worse and I simply cannot get the laptop to boot. I wont be able to get the HP or another restore disk done on the same computer either. I am writing this on a netbook without CD..Looks like a funeral to me or slow death which is worse
This says to enter the BIOS menu F10 if your computer was built after 2006 and has Vista or Seven.
F1 if built before and has XP.
So to enter your BIOS restart your computer and before the windows menu comes up press F10 and move (with the arrow keys your mouse won't work yet) the dvd to the top of the start list.
Put the disc Richard asked you to burn in and restart your computer.

Did you use msconfig or autoruns or Windows Defender or WinPatrol or was it something completely different?
Also, I do not understand how anything you disabled could have affected your ability to boot to the restore disk (unless you somehow disabled the CD-drive). Are you certain the CD drive is functioning and is first in the boot sequence? Does it make any noise or spin-up when you turn on the computer?
If you can't get in any of the ways previously mentioned, then do you have another computer (besides the netbook - I mean a desktop) into which you can insert the drive so we can access it from the other computer? Not even a friend's you can borrow temporarily - or maybe one at work? You could perhaps make the previously-suggested recovery disk on this other computer and, at the same time, an Ubuntu disk to see if that helps get you access: Use Ubuntu Live CD to Backup Files from Your Dead Windows Computer - How-To Geek.
I still hope we can help, but I must admit that things do look fairly grim at this time (and I honestly don't understand what you did to cause this - I'm not sure I could do this if I was intentionally trying to do so).

I'm sorry, but I'm not sure how to do this myself via Control Panel directly. Could you please be more specific - what program in control panel (and what program in that program until you get to what you actually used) and then how did you do it?
