Get English interface for Chinese Vista Basic?

OK, this may sound weird, but I have a laptop installed with Simplified Chinese Windows Vista Home Basic, and I really suck at Chinese. I want some way to get an English interface on Chinese Vista without having to reinstall the whole thing. I tried an English MUI, but for some weird reason, it won't let me install.

Is there any other way to get an English interface onto Chinese Vista Basic?

So will this completely change the language of the computer? I have Windows Vista Ultimate Simplified Chinese version, so if that thing with Ultimate works, I will upgrade to Ultimate and try it. I never cared to upgrade before now.
