How do I create a Restore point?

I have used Restore System countless times over many years. Today, I have no Restore points. I followed the directions to create my own by typing in

7/23/2015 11:30:00 PM

as well as other times

It will not restore from those, but rather at the current time.

I have read other threads but I have not found the answer to my question.

Are you using AVG PC TuneUp or something similar?

I thought that I could create a Restore point from the past, like yesterday. I see that is not possible.

As far as not having any Restore points to choose from today, I have not used System Restore for a few months, but I haven't added anything new as far as that goes. I am doing everything the way I have done it for years running virus and malware scans etc.

I have never used any PC Tune Up software.

How much space have you set aside for restore points
open a cmd prompt and type this

vssadmin list shadowstorage /On=C:

I use a lot and you can set the size with this in cmd

vssadmin Resize ShadowStorage /For=C: /On=C: /Maxsize=18GB

set the size to what you need about 10 to 15% of your hard drive would do
