IE7 seems, Fine, IE9, Has several problems

I’m having problems with IE9 on a Dell XP420 hard wired thru a Cisco Valet, (not using wi fi on this computer.)
Problems are slow to load, not getting complete page loaded without several refreshes, and when I install any add on‘s like Google toolbar, the option to open a page in a new Tab disappears.
I was running IE9 without issues, but after watch a video that crashed and locked the computer mid run, I lost the ability download any file. I managed to get the download function to work again, but since then, IE9 is funky. I run Advanced System Care 4 and Security Essentials, both say I am clean. I do get Windows messages saying I have corrupt files in my temporary internet folder while running programs like Advanced SystemCare 4 and PC Check Up?

I removed IE9 back to IE7. IE7 seems to run ok. In internet Options, Advanced, I have reset to default both the Advanced setting and the general IE setting. If I reinstall IE9, I have same problems.

Any suggestions on how to configure the advanced settings?

Welcome
May I suggest, download and try another browser (for a test) maybe Chrome, or Firefox. If it works the problem is with IE. Lets start with this remedy.

Google Chrome is fine

IE7 works fine, including add on's like Google toolbar, etc., I have tried a reset in IE9. I fear a reset may corrupt IE7.

Should I reload IE9 again and try a reset or is it safe to do a rest in IE7?

Some people do not like 9. If it were me, I would try to use 9 (better security etc) and try the reset. If you are not happy go back to the previous or just use Chrome or Firefox. Many perefer those to IE.

I click Start, Run , type CMD and at Comand Prompt pasted in the tutorial commands.

Please see results in attachments. How do I get this to run?

Right click does not get me to administrator, maybe as I am already administrator?

You are trying to run an elevated command prompt, which is done the same way in Seven and Vista

IE9 and Adobe Flash 11 compatibility with Vista operating system?

I remove IE9. Reset defaults, reload, everything is fine for awhile, maybe a few days, then videos will not load with IE9.
Even when working, the flash player freezes midway on a large video in IE9, for instance my tutoraials for AutoCAD. GoogleChrome has no issues playing these.

The other weird thing with IE9 is that the option for opening another like in a new tab goes away. I can only open link in a new window.

Some pages do not completely load.

Also I get an warring that there is an object error occasionally.

I used to like IE, any idea what is happening?

I don't like IE 9 or really IE for that matter. One thing that I do want to note is that you shouldn't use registry tuners or defrags. I see that the software you mentioned does both. Quite frequently they cause more problems than they solve and I think that they are overrated.
