I'm assuming you mean burning software. If you mean hardware, then if it's free it is almost certainly defective or broken - unless you know someone with a busted PC lying around who wouldn't mind you removing the CD/DVD Drive assuming it still works and you can find drivers for it.
Here are a few options, but you need to be careful when choosing because some are for ISO burning and others are for other purposes - so choose what suits your needs (and all are free). Some can do more than others and some can do things others can't do - depending on your needs. You may discover as you go through them that you need two to do everything you want to do (as you didn't specify your precise requirements or what you plan to do). Frankly, my favorite (and what I use for what I think you want to use it for) is the third one down: Imgburn.
