Welcome to Vista Forums masud1234. The only kind of artifact I am familiar with is the Compression artifact. This issue is not related to Windows Vista in particular (and you have indicated that you are running Windows 10). My guess is that you see artifacts while playing videos that have been encoded using lossy compression more than once due to editing or transcoding.
