Mouse not working (no mouse)

I’ve got a Vista computer running service pack 2
Intel(R) Core(TM)2 Quad CPU [email protected]
RAM 4.00 GB
32 bit operating system

Quite often the mouse stops working. It’s not the mouse itself that it is the problem as the same mouse works on other computers okay. It also makes no difference if it’s a wireless mouse, a USB mouse or a serial mouse.
Restarting the computer doesn’t fix the mouse problem. However if I turn off the computer unplug all connections, (mouse, monitor, speakers etc) reconnect them all again, turn back on the computer the mouse will work for another day or two.
What I’ve done is take it to a computer repair place who replaced the power supply; I’ve since taken it back to the same computer repair shop when the replacing of the power supply hasn’t worked. However they seem incapable of fixing this problem, because of course once they connect a mouse, monitor etc the mouse starts to work again.
Additional Information:
If I look on "Human Interface Devices" on that computer it only shows one device. It says that a Microsoft USB wheel mouse is working correctly, but the mouse in question on that computer is actually a serial mouse. None of the USB ports etc are showing up (?)

Anyone have any suggestions? (My computer knowledge is complete beginner) Maybe this is a hardware problem and perhaps I shouldn't be here...if so please forgive me and be kind
