My parental controls are being hacked! How??

I have parental controls on my teenage son's computer as he has been viewing material which is totally inappropriate for his age, but whenever i go to look at the activity reports, they are cleared after a certain date.

Also, the time and date settings have been wrong on occasions - so it has been in the future and the report has subsequently been blank. But the time and date is correct on the machine?!

The current activity report says the clock was changed by local service?? and the report is blank prior to this.

Could he be hacking the controls by changing time and date?

in short YES

unless you find a way to ban him from google you'll never stop him from sidestepping your parental controls , chances are he's clever enough on a computer now to not need google anyway , he'll already have a proxy set up
