Power Supply Wattage and Electricity Use

First, can anybody give me an educated guess on my Pc's power supply wattage based on its specs? Second, how does power supply wattage translate into electricity use and does a greater wattage always use more power than a smaller regardless of what the PC is doing? Are PCs Energy Star rated? That doesn't seem to be the case.
