Printer Spooler Problem

I'm trying to install a printer via WIFI, but every time I click 'add printer', I get a message stating 'Windows can't open Add Printer. The local print spooler service is not running. Please restart the spooler or restart the machine.'

I've restarted the spooler and my PC, I even looked up instructions on how to do so, nothing is working.

I would greatly appreciate and information to resolve this matter.
