Problem with booting Vista

HI ,i have sony vgn fw-140d ,when I turn on the laptop ,it doesn't want to boot,it is giving me this error 0xc000014c status.I try to go in command prompt but it doesn't let me .Went to a BIOS trying to reinstall Windows again -doesn't work.I got the impression that the hard drive works.
Where can be the problem,how can I reformat the hard drive(I can go farther than BIOS)

Do you have a Vista disk ?.
If you do, follow this tutorial.

Thanks for the respond ,as soon I start to boot from the vista cd,works for one minute,and then the screen goes black and that's it.I have to restart the laptop.

In addition to what stoney nuts has said,
Your laptop should have a recovery disk.
Ensure your bios is set to boot from cd/dvd first.

Like I said ,I do have recovery disk ,I set the BIOS to boot from the optical drive ,and 1 min after the reinstalation start ,the screen goes black and I have to restart the laptop,
I was wondering is there any way to reformat the HD form the BIOS,becouse I can't go to command prompt

Your laptop may support a bootable usb stick.
Look at your bios to check.
You can not reformat the hard disk from the bios.
Have you tried checking the HD for errors from the bios?
Have you tried booting into safe mode or just the command prompt?
Is there disk activity when the screen goes blank.
How long have you left it for before restarting?
