Send commands to remote PC?

Hey, I have a few PCs in my house. I've been trying to telnet each other. I have enabled telnet but for some reason it wont connect. I've been trying -

Telnet (computername)
Telnet Int IP
Telnet Ext IP

Does anyone have a way to send commands to a computer on the network without taking control of the computer. I can use mstsc but i want to be able to send simple one line commands from computer to computer, in a secure way if possible.

For anyone who is interested I found a nifty little application that comes in very useful, infact the whole pack comes in very handy!

PsTools

The PsExec allows you to run any process remotely, if you run cmd it opens it for you to type the commands, similar to telnet.

As far as I know, passwords sent to authenticate are not encoded.
