You will need to go the the Ease of access controls in the main control panel
The sequence on Win 10 is Control Panel - All Control Panel Items - Ease of Access Centre - Make the keyboard easier to use an If I remember correctly is very similar in Vista
Just uncheck the relevant tickbox, you should also be able to turn off all the Ease of Access options If you wish
