System Lags at boot screen 80% of time

Where did you get the discs, someplace like Ebay?
If the discs are good, I think all the reg cleaners and defraggers did you OS in.
When you are up and running again, follow my maintenance and make an image of your hard drive every few weeks with Macrium Reflex. Follow those instructions you will never have this problem again.

nope. microsoft sent them to me.
I bought a retail vista upgrade disc a long time ago. then a couple years ago when building this computer I decided to just re-use my vista, but I needed x64 software. so I contacted microsoft, gave them my product key to confirm i had indeed bought the OS, and then paid for them to send me the 64 bit disc. I think it was like 5-20 bucks. wasn't expensive at all since I already bought the right to the os.
right now I'm going through the task sheduler on another computer (vista ultimate) exporting the corrupted tasks to copy to mine. just frustrating because the other computer is very very slow. which is a hardware issue.

I think that the best you could do is, follow my maintenance suggestions, a few posts up. Make an image of you OS every few weeks and then no matter what happens you will not have this problem again. I think that you have registry problems, most likely from the reg cleaners and defraggers.

omfg I'm getting frustrated. it won't let me import the tasks, says they already exist when I know they don't I got rid of them.
still won't let me create a system restore point. says one already exists.
I really don't want to reformat

If the repair install does not work, the only thing that I know is a reinstall.
