If you search your installed updates at Control Panel | Programs and Features | View Installed Updates and search for "KB3135996" (without quote marks, not a partial string like "3135996") you might find that the original update KB3135996 (MS16-035: Description of the security update for the .NET Framework 4.5.2 in Windows Vista Service Pack 2, Windows Server 2008 Service Pack 2, Windows 7 Service Pack 1, and Windows Server 2008 R2 Service Pack 1: March 8, 2016) was delivered with your March 2016 Patch Tuesday updates, while an updated version (KB3135996v2) was delivered with your July 2016 Patch Tuesday updates.

ch100 posted the following comment on 11-Aug-2016 for Woody Leonhard's AskWoody.com article Patch Tuesday patches are out regarding the August 2016 Patch Tuesday updates which might explain why you were re-offered this update again in August 2016:

"Security update for .NET Framework 4.5.2 KB3135996 has been revised and may be offered again for those still at version 4.5.2 and not 4.6.1. I think it is only a cosmetic change as there were 2 versions a month ago, one of them was expired since then and the supersedence information was incorrect for the “good” version. This revision seems to correct the supersedence information only."

...and here's a comment about KB3177723 from Woody Leonhard in his Woody on Windows 17-Aug-2017 article A peek at the future of Windows 7 and 8.1 patching:

"First, the oddball patch: KB 3177723 makes adjustments to Windows to get rid of Daylight Savings Time in Egypt, which canceled DST on July 4, three days before it was scheduled to start. While it's undoubtedly difficult to program time zone changes, Microsoft has done it hundreds of times. The time zone change made it into the latest Windows 10 cumulative updates, released on Aug. 9, so why weren't the Win7/8.1 changes also issued on that day? And -- pardon me, those of you who live in Egypt -- what's so important about a time zone change that it has to appear in an out-of-band patch?"

Well, yesterday was a first I think. No updates at all, not even Defender which Avast! shut off since I installed the newest version.
