Weird stuff going on

Hey guys, before I just reinstall windows I figured I will try to get some help here.

I can give more details if needed. Cannot open Windows live mail, Internet explorer or Windows media player. It seems all other programs open properly. I can surf the web, watch videos etc with no problems.

I cannot upload pictures or videos though, on any website. Usually when clicking a button for uploading it will bring up a window with a list of files to choose from. The way it is now though, it will not bring up that window. The border of my browser will flash but thats it.

I also cannot download new programs. I can get to the download page of a program but it never shows up.
