Try two things.

First in search type cmd
Then right click and run as administrator do not hit enter
Then in cmd type sfc /scannow. Run several times if errors are found

If it does not work
Try a system restore.

I will be surprised if Rich's idea does not work, that is what i would try first, but just in case, here is an article from MS, it would seem you are not alone with this problem.

Error message when you run Windows Defender: "Error Code 0x800106ba"

Its a different error code, but it may still help with your issues.

Some AV have been known to interfere with WD, have you made any changes to you AV or firewall ?.

System restore do no work too .... and i can't search cmd
