Window pops out saying to allow this program...

Well this window keeps popping up saying to allow this program to acces my computer well i click cancle so it pops up again and again to where the point where my computer freezes.
So i ran a QUICK sweep on safe mode (the window doesent pop up on safe mode) and it dident find any viruses just cookies, so etheir im thinking up backing up when i downloaded the program and this started happening or the antivirus is not finding anything on safe mode.
So please any help!:cry:

I did a full sweep it did find a virus so it took that one off while on safe mode but if I'm not on safe mode and I sweep it finds a virus and whn it's about to take it off my screen goes to this blue screen saying it has to be shutdown to prevent from damage
