Welcome
Santa looking person.
Lets try the easy way first. Then we will try other solutions, if this does not work
Among other solutions is actually reinstalling or getting another service, but first things first
http://www.vistax64.com/tutorials/76905-system-restore-how.html

Make a system restore from a week before the problem

After trying above
We can try resetting IE8
http://www.vistax64.com/tutorials/114310-internet-explorer-reset.html This mentions crashing IE, but the procedure is the same for your problem
Clean boot
http://support.microsoft.com/kb/929135
Anti virus and malware check. Make a full anti virus scan. Download and make a full scan with malwarebytes.
Just for a test, you can try with another browser; firefox is nice.
http://www.mozilla.com/en-US/firefox/
Try in another user account.
Last step is the reinstall of Windows Mail, I do not think that we need that

Thanks I'll try some of the suggestions.
I've already did a install of Windows Live Mail.

Start with the system restore, then the IE suggestiions. I think that it is IE.
After restore, you may want to try another browser, as a test,
Good Luck

No luck yet...
I think the problem started last week after I did a
windows update12-14-2010.
I installed 12 updates. My restore only goes back
5 days. Should I go in and try to uninstall the updates
one by one ?

When you see the 5 days, on the bottom left there is a box
Check the box to show more than 5 days.

Like your Avatar
But in any case, know what may be a good possiblity. That the updates were just a coincidence. This may be the result of a virus or malware, if it just began without you trying to change anything
Update your anti virus and run a full scan
Download and make a full scan after update, of malwarebytes.
You should run a full Malwarebytes scan every week, after this problem is solved as part of good maintenance.

If that does not work
Disable your antivirus and firewall just for a test.
I bet the AV is not allowing the attachments.
Unless you disabled it as you should have during clean boot.

The problem was something I did.
I had disabled extenison (Windows Defender IOffice Antivirus implementation) in my ShellExView program.
I don't use either Win. Defender or Office ?
Thanks for the time trying to help me.:D

If you have Microsoft security essentials, you do not need Defender
If you have any other anti virus you should use malwarebytes and run a scan once a week
Take care, glad that it worked out.
