Windows Vista 64bit and famous "The Parameter is incorrect" Error. On Vista ultimate 64bit SP2 Clean install

hello, so im having a very wide spread issue. its seems people know about it but not know how to fix it. I get Invalid parameter is in correct. im not sure how to fix this. see the attachment for the actual error message. ive tried several fixes. nothing works. i dont know what to do. im tired of this. i just want to use vista ultimate like remember it. i dont remember it being this difficult back in the day.

Did you google the error in relationship to that application? It's impossible to say what without knowing what that application is for as well as what you've tried. All you've told us in the error and the OS.
