NO you cannot repair Vista with a Seven DVD. You can buy an upgrade DVD for about $125.00 and have Seven.
or
You can buy for cost a Vista install DVD (from the computer company that sold you the computer with Vista installed) about $25.00 and use it to repair.
YOU must have a Seven Key. If you buy the key the CD comes with it.

If you want to do a repair install you must have a Vista install DVD, same edition (eg Home Premium) and same platform (32 or 64). It makes no difference where you get the DVD. If it came with someones preinstalled Operating System you must make sure that it is not a restore DVD (clone of the hard drive) and is an actual (OEM) install DVD). Usually the DVDs that come with the computer are restore DVDs. Please read the included tutorial carefully, it will answer many questions.

will a recovery disc serve for the same purpose as the install disc?

From the tutorial that I gave you

If you have a OEM Recovery Vista installation DVD that came preinstalled with your OEM brand computer instead, then it will most likely only be a clone of the hard drive with Vista allowing you to only do a clean install with it instead. These OEM computers often have a Recovery D:\ partition that does the same thing as the OEM Recovery Vista installation DVD.

Bascially what that says is no it does not serve the same purpose. With an install DVD you can reapair or install

A restore DVD you can only restore, to what is called factory specs. It will be just like the day you took it home; no SPs, no documents acutally everthing is like day one.

I just want to make sure because i'm still a bit unclear. based on the problem that I'm having right now with my computer, Is the vista install disk my solution? If i have to restore my computer to factory default why must i not use the restore disk? does the install disk manage this better?

Most people when they but the computer with the OS preinstalled, they get a recovery DVD. The do not have an install DVD. If you have an install DVD and you want to reinstall the OS, thats the best way to go.
