Windows7UpgradeAdvisorSetup issue

While upgrading to Windows 7, I downloaded the Windows7UpgradeAdvisorSetup software. I tried to install it, but I kept getting this message 'windows installer could not be accessed...so try again etc., Thinking there was an issue with the download, I downloaded it again, and then a third time. Still it will not work. So I uninstalled my Panda Internet Security software which may have prevented it from accessing what it needed on my computer. After restarting, I tried installing the advisor again but it still would not work. So there must be some system file(windows installer) that is not present on my system. I am no technical guru gentlemen.

I then downloaded and installed the Windows Installer Cleanup Utility. It did something. I then restarted the computer again and tried to install the Windows7UpgradeAdvisorSetup software. But it still gives the same error message.

The upgrade to Win7 will not continue until this is done. So I do not know what to do next.

ps...I presently have Windows Vista Home Premium 64 bit version.

Is it a .exe? I've seen some people download it in a way that it had to be extracted first from a .rar.

Since my computer is new, I just did a system recovery and re-loaded. I should have no problem upgrading to Win7 now.

Yes today I resolved everything by doing a System Recovery and right now I just finished the Windows7 Upgrade.
