That temp is linked to your power supply, but it's bugged for a lot of systems, so it might not actually be that temperature.

Especially when all of your over temps are fine.

I have one temperature measurement in SpeedFan that's consistently showing below zero (Celcius), so I'm guessing it's just a case sensor that's bugged, missing or something.
Just like your other values, my CPU cores, GPU etc. all show normal temps. Well, except for my GPU which has on occasion shown -100 for a second or two during gaming. That's pretty chilly :).
