A system change was made by a known application

Could someone please help me with a Windows Defender pop up. It says:-

A system change was made by a known application.
Change type: Application execution
Application C:\windows\System32\mswsock.dll

I have tried Start/cmd/run as administrator/typed netsh winsock reset/exit. (It was successful)
Then Start/cmd/run as administrator/typed netsh int ip reset/exit
(It said C:windows\system32 netsh int ip reset. Resetting Echo Request failed. Access denied.
Resetting interface OK .

Is there anything I can do about "Resetting Echo Request failed. Access denied?"

I know I can stop it by unchecking the box in Windows Defender "Changes made to your computer by software that is permitted to run."
But then I will not be aware of any other changes that are made.

Any help would be much appreciated.

This could have come from your Anti-Virus program, or Spybot s&d (if you're using that app) ... If you're still connected to the Internet, then don't try to 'fix' anything within the Winsock.
