Can only use IE and non web based programs

:pHello I am currently having issues with useing anything web base games or google chrome. But IE works and I can use the internet with that. I have flush my IP and DNS but that didnt fix anything.

Error 2 (net::ERR_FAILED): Unknown error.
That is the message I get when I try to use google chrome.
If I try starting up League of Legends or World of Warcraft I get this message
(Could not connect to the HTTP server. Please check that your internet connections is enable and that your firewall is not blacking access.

I dont run a fire wall
I have ventrillo and IE working for internet right now.
Anything that has a web based application will say that it is not connected to the internet.
Also I am sure I have the last IE installed.

Update:

I currently uninstalled the latest Internet Explorer and went to the one I had before. Still have same issue.

Run full scan ( updated definition base ) of your anti virus program and then run full scan of free version of malwarebytes antimalware, using latest version and updated data base.. We want to rule out a virus or malware issue . Post back how that goes please.

Ok got rid of the other malware via Ad Aware

I did the following SFC and after a restart as well was unable to fix one.

Do you have your Install disk to use to repair that ? reference the tutorial of SFC ? If SFC Cannot Finish or Repair a File:
NOTE: This is for when after you run the SFC scan below, it cannot finish or repair a file. There is no guarantee that SFC can repair the system files if they are corrupted or damaged to much. If SFC still cannot repair them after this, then you might try running Check Disk (chkdsk), System Restore, a Repair Installation, or a clean reinstall of Vista.

Had this machine since 2009 it needed a fresh install kinda hurt in my school situation but ill be back on track in time thanks for the fast response times and the quick helpful links from the forms .
