error when loading windows

can somebody give me advice on how to fix my pc please. when it loads up there is only a black screen and cursor, i try to load task manager using ctrl alt and del yet i get an error, the error is 0xc0000022, the only way i can use my pc is in safe mode. ive tried scanning my pc for viruses and malware and read that it may be my antivirus so ive uninstalled that yet still no joy. the last time it was working properly i installed an update, ive since found that the update was microsoft silverlight, does this have any relevance?

Welcome to Vista Forums!

Do you know when this problem began (when that update installed)? Try a System Restore to a point in time BEFORE the problem began. Here's the procedure: http://www.vistax64.com/tutorials/76905-system-restore-how.html. Be sure to check the box to show more than 5 days of restore points. If the first attempt fails, then try an earlier point or two. NOTE: You will have to re-install any software and updates you installed between now and the restore point, but you can use Windows Update for the updates. Use the recovery disk if the system prompt doesn’t work. The recovery disk works a bit different from the above procedures but if you follow the prompts from the System Restore menu option with the above information you should be able to restore with no problems.

If it was too long ago or you don't have a restore point that goes back far enough or that doesn't work, then try uninstalling that update and then reboot and see if that helps resolve the problem.

it was installed on the 6th of january and the problem began as soon as it was installed. unfortunately i dont have a restore point and ive just loaded my installed updates and for this update theres no option to uninstall it

In safe mode set up a clean boot. That error message means that something was not able to load properly

There should be an uninstall option.
If you cant uninstall, follow the clean boot instruction.

i tried the clean boot and the only service which remains is the in the service list is install shield, how do i uninstall this? its not listed in the programs and features

If you are saying that the problem was caused by install shield, try this

sorry for the late reply but i uninstalled it and im still getting the same problem. the task manager wont even load giving me the 0xc0000022 error. is there anything else it could be?

Try the clean boot again and see what happens, since you removed the shield, clean boot should work.

tried it mate its not working, still got the blank screen with the cursor and still wont even open task manager

Then when it pops up right click and go to properties.
Write down the location and then tell me

when i try to uninstall silverlight i get an error saying "the windows installer service could not be accessed. this can occur if the windows installer is not correctly installed. please contact your support personnel for assistance" should i try to reinstall it?

programs and features
and uninstall silver light.
Before you do anything make a system restore point in case things do not work out.

We were typing at the same time. Try everything suggested above.

no when i bought my pc i wasn't given one

Ok there may be other solutions, but I do not know what they are.
Give me the make and model of your computer, we will try to set back to factory specs. That only means, like the day you took it home
No documents
No updates
No SPs
No everything.
