How did you install Vista? I think you're getting that message because Vista updates are no longer available from Microsoft on the internet. You would want/need a Vista ISO that contains all the updates through EOL. I have a 64 Bit ISO from S1W2 but, of course, that wouldn't work in your case. This thread should give you everything you need- 80072EFE on fresh install of Windows Vista

Do you have a valid Vista product key that you can use to activate your Vista installation? There is no free upgrade from Win XP to Vista.

My 04-Aug-2022 post # 2 in BOB-101's Windows Vista Activation 2022? includes hints about how to activate a new Vista installation using the slui2.exe phone activation method and how the Dism++ utility can be used to install missing security updates. As far as I know Dism++ can still used to patch Vista SP2 back to end of support (11-Apr-2017). SIW2 posted instructions for using Dism++ on 02-Dec-2021 in Vista ISO Download.

See <here> if you require download links for the standalone .exe installers for Vista Service Pack 1 (SP1, a pre-requisite for SP2) and/or Service Pack 2 (SP2). Service Pack 2 (released May 2009) should be installed manually before you run Dism++.
